Security is a defining factor for Libya right now which needs to be addressed. This meeting of key military figures in Tripoli puts security at the top of the agenda and calls for the National Transitional to act. Shotlist: ---VOICEOVER--- Meeting in Tripoli, members and heads of Libya's forces gather to discuss the pressing issue of unifying the security forces under a single National security authority. ---SOUNDBITE--- (ENGLISH) "The recent events not only in Tripoli but around the country have catapulted these discussions, thankfully, to the forefront of everyone's agenda." ---VOICEOVER--- Omar Khalifa is referring to skirmishes between Libyan security forces over who holds security and in which areas. Omar works for Libya El Hurrah Charity, meaning free Libya, which has acted as an intermediary, for such meetings. ---SOUNDBITE--- (ENGLISH) "We view security as an important step in any capacity building or society building works, and it's our role and the role of other charitable organizations to assist in developing and nurturing conversations such as these as independent third parties." ---VOICEOVER--- People are asking for the National Transitional Council to take a more authoritative stance and appoint the necessary people to control the countries national security forces under one command. ---SOUNDBITE--- (ARABIC W/ ENG VO) "The most important thing is to restore the capability of the army to carry out its real duty, to unite all forces under 'national security' following the 17th of Feb revolution. The army has dispersed so we are now trying to re-assemble it." ---UPSOT--- Speech "There's the assurance of our full support to the National Transitional Council, and in the leadership of Mr Abdul Jalil, and in the council of ministers and the ministry of defence. We only accept the legitimacy of the National Transitional Council, to name and select the leader of the national army." ---SOUNDBITE--- (ARABIC W/ ENG VO) "The solution is a brave decision by The N.T.C to name the chief of staff, after that every one will accept. We are military and we are fully aware of The N.T.Cs instructions, which is the head of Libyan state. Mr. Abed Al Jalil as it stands is the commander of the army, whatever instruction he gives; it would be carried out." ---VOICEOVER--- There appears to be a lull in changes and progress being made to the country. Of course security is a defining factor and Libya will inspire further confidence if meetings like these show results.
