Reply to MVCA re car parking charges
Below is the reply received from Councillor Antorbus regarding car parking charges:-
Dear Maxine Councillor Merry has asked me to reply to your letter to him dated 27th February 2011, with accompanying petition, regarding the decision to makes charges for car parking at Monton. Attached to this is a copy of a letter you have sent to John Horrocks and William Earnshaw at Urban Vision, dated 21st February 2011. The original decision to make a charge for Monton was determined in December 2002 by the Planning and Transportation Regulatory Panel. This decision has not been implemented but still stands as a legal decision of the City Council. On February 22nd, 2011, I considered a report to review the level of car park charges in the city. I accepted the recommendations of officers. I did not and could not review whether or not to charge at Monton because this decision had already been made. I very much regret having to increase charges as a result of the severe reductions in the Government's grant to the Council which has meant identifying savings of £42 million. The Council's priority has been to preserve frontline services affecting the most vulnerable. This means that other services have been reduced and charges have risen. It is important to bear in mind that * car parking charges in Salford have been frozen for the past three years * Monton is now being treated the same as other areas of the city, such as Worsley Village * users at Monton have had nearly a decade of free parking when charges should have been imposed * City Council staff and councillors will now have to pay for parking permits at staff car parks I know that anyone facing increased charges will be upset by the prospect but I hope you appreciate the difficult circumstances the Council faces. I have asked officers of the City Council and Urban Vision to review all the ideas for improving the situation around the new Tesco, in terms of parking and congestion problems which you have identified. We will do this positively, and if there are measures that can be implemented relatively easily, we will do so.
