Reply to MVCA re car parking charges
Below is the reply received from Councillor Antorbus regarding car parking charges:-

Dear Maxine

Councillor Merry has asked me to reply to your letter to him dated 27th February 2011, with accompanying petition, regarding the decision to makes charges for car parking at Monton. Attached to this is a copy of a letter you have sent to John Horrocks and William Earnshaw at Urban Vision, dated 21st February 2011.

The original decision to make a charge for Monton was determined in December 2002 by the Planning and Transportation Regulatory Panel. This decision has not been implemented but still stands as a legal decision of the City Council.

On February 22nd, 2011, I considered a report to review the level of car park charges in the city. I accepted the recommendations of officers. I did not and could not review whether or not to charge at Monton because this decision had already been made.

I very much regret having to increase charges as a result of the severe reductions in the Government's grant to the Council which has meant identifying savings of £42 million. The Council's priority has been to preserve frontline services affecting the most vulnerable. This means that other services have been reduced and charges have risen.

It is important to bear in mind that

* car parking charges in Salford have been frozen for the past three years

* Monton is now being treated the same as other areas of the city, such as Worsley Village

* users at Monton have had nearly a decade of free parking when charges should have been imposed

* City Council staff and councillors will now have to pay for parking permits at staff car parks

I know that anyone facing increased charges will be upset by the prospect but I hope you appreciate the difficult circumstances the Council faces.

I have asked officers of the City Council and Urban Vision to review all the ideas for improving the situation around the new Tesco, in terms of parking and congestion problems which you have identified. We will do this positively, and if there are measures that can be implemented relatively easily, we will do so. You will know that Tesco applied for planning permission for extended hours of operation recently, and you may also know that this has now been refused which I hope you will appreciate as one response to local concerns

Maybe thats the reason I,m on "benifits" i was let down badly by the education system its life that taught me all i know not books, any way are you jealous that i drive a Volvo its not a new one,its four year old and i need it to get the kids and wife about on our day trips to the sea side, i can,t afford a holiday in the sun like some of my better spelling frinds from Balsamic vinegar land, by the way do you drink the vinegar.

Starting a sentence with 'And' is far more socially acceptable than using the word 'b*ggers' on a local news website!

I love it when someone makes a negative comment about someone else's incorrect spelling, and then goes on to commit a grammatical faux pas. ie. Staring a sentence with "And".

I'm assuming Casey's posting is a wind-up. At the very least it has very strong leanings towards jealousy. And if they were to read it again they would see exactly the reasons why they are on 'benifits'.

Make the buggers pay, why should the Monton Brigade get away with paying for car-park charges when we all know that they can well afford it, me i am on benifits and i have to pay to park the Volvo when I go to the post Oficce to collect my meagre benifits, anyway it should be free parking for the unemployed

Wayne Duffy from Driver UK has emailed me: 'I don't know how true this is but someone had mentioned that this land was gifted from a local lady some years ago for use by Monton Village residents, if this is true and maybe someone else may have knowledge or in fact may be able to research this possible fact, if this is the case and salford city council has maybe just adopted at some point then they it maybe unlawfull what is being proposed. Maybe a long shot but worth asking around or researching'. Anyone else heard anything like this? MVCA is grasping at any straws. We have two other avenues to pursue also before we can say our objections are dead in the water. Regards, Maxine
