Landlord fined over safety checks
A private landlord who could not prove electrical and gas safety checks had been carried out in homes he rents has been fined.
Nigel Couzens of Moss Lane in Stockport, failed to produce the correct electrical and gas safety certificates for two properties he rents in Seedley and Langworthy, Salford, heard Magistrates. He was fined £2195 in total and was ordered to pay it over three months, the fine was £1500, and included a victim surcharge of £15 and court costs of up to £680. As part of his landlord licensing conditions, the council asked Couzens several times to supply an electrical and gas safety certificate for 22 Horsham Street and an electrical certificate for 41 Goulden Street. Landlords are required to supply the council with the certificates under its landlord licensing scheme operating in the area. They are proof that tests have been carried out and the gas and electrical installations are in a safe working order. Failure to provide them means landlords are in breach of their licence. Councillor Peter Connor, Salford City Council's lead member for housing said: "Private landlords must make sure their properties they wish to rent out are safe and well-maintained. "Our licensing scheme helps us to work with them to do this and if landlords don't deliver after warnings we will take further action on behalf of tenants - there can be no short-cuts where safety is concerned."
