Salford Landlord fined thousands after failing to licence property
A Salford landlord who failed to register his property has been prosecuted and ordered to pay over £3000 at Manchester Magistrates Court yesterday (Wednesday 16). Mr D Georgiou was successfully prosecuted for failing to licence his house in multiple occupation (HMO) property on 83 George Street, Salford. A HMO is any property which is three or more storeys and houses five or more unrelated people.* It is a legal requirement to register HMO properties and it is important to do so to ensure they meet minimum standards of health and safety for tenants. For the last four years Salford City Council officers have been trying to secure a valid licence for the property from Mr Georgiou, but all attempts had proved unsuccessful. After executing a warrant back in July, officers found he was operating an HMO without a licence and instigated legal proceedings. Mr Georgiou failed to attend court and was found guilty in his absence. He was fined £2700, ordered to pay court costs of £788.44 and victim surcharge £15 which means he will have to pay a total of £3503.44. Salford City Council Lead Member for Housing Councillor Peter Conner said: “The purpose of HMO licensing is to ensure that the property is well managed and is up to the required standards. “These larger properties are at an increased risk in terms of fire safety and ensuring effective property standards, for example, ensuring the fire alarms are tested, is vital to protecting tenants. “The prosecution sends a clear message that we will take action against any landlord who fail to comply with the law and place their tenants at risk.” Source: Salford Council.
